It is very important to first finalize how much you would like to spend on the gem stone you want to buy and than look for a reputable Dealer or Jeweler who can provide you with information about the stone's origin, treatment, and other relevant details and is transparent and can guide properly through the whole buying process.

When buying colored gemstones, there are several criteria you should consider to ensure you get the best quality stone for your budget. Here are some factors to keep in mind:

1. Color: The color of a gemstone is one of the most critical factors to consider. Look for a stone that has a vibrant, even color. Some like intense and some like medium or pastel and that is purely personal. Each one has its own beauty but the intense ones would be more costly in genral. The hue, tone, and saturation of the stone's color can all affect its value. You will want to choose a color that speaks to you.

2. Clarity: The clarity of a gemstone refers to the inclusions or blemishes in the stone. Remember no natural stone would be clean like glass but more the clarity and luster is more would be the price . While some inclusions are expected and can add to a stone's character, too many can affect its overall value. Look for a gemstone with good clarity that is free of any visible flaws or cracks. Cracks in centre of stone which can open up should be avoided. If it is a normal wear and tear scratch or crack at the side of the stone than that is understandable and can be compromised if it is factored in accordingly in the value of the stone.

3. Cut: The cut of a gemstone can have a significant impact on its appearance and overall value. A well-cut stone will have a symmetrical shape, good proportions ( Ideal depth should be 60-70 percent), and excellent light performance. A poorly cut stone, on the other hand, can appear dull and lifeless and will have lesser value. Again everything is subjective and you have to see what would fit in your budget.

4. Carat weight: The carat weight of a gemstone is a measure of its size. As with other types of stones, larger gemstones will generally be more expensive than smaller ones. However, you should also consider the other factors mentioned above when determining whether a larger or smaller stone is a better choice for you.

5. Origin: The origin of a gemstone can also affect its value. Some stones are associated with specific regions and have a long history of being mined and used for jewelry. For example, Colombian emeralds, kashmir and Burma unheated sapphires, are highly prized for their color and clarity.

6. Treatment: Many gemstones are treated in some way to enhance their color or clarity. While treatment can improve a stone's appearance, it can also affect its overall value. Make sure you understand what treatments, if any, have been done to the stone you are considering before making a purchase.

7.If you are buying an expensive color stone for $ 25000 and up it is advisable to get proper certification from either AGL Gem Lab, SSEF, Gubelin. For stones under $25000 certificate of GIA, GRS, C.Dunaigre could be sufficient too.. For diamonds GIA would be best.

When choosing a color gemstone, it's essential to consider each of these factors and find a stone that meets your criteria and fits your budget.
